Elma Ellen (Williams) Carter -also known as, "Brighteye," "Pug," "Mrs. Clean,"

"Mrs. Ellie J," "Easy Breezy," and "Chickadee"-was born in Greenwood, Mississippi on Tuesday, August 16, 1949, to the late John Wesley and Martha Pugh Williams. She was the oldest of four children: following (Johnetta, who preceded her in death, Mitchell, and Catherine). Our beloved wife, mother, sister, aunt, cousin, and friend ascended into the ancestral realm on Wednesday, December 20, 2023. Elma passed away in her home very peacefully and comfortably surrounded by the love of her family.

Elma accepted Jesus Christ as her Lord and Savior and was baptized at an early age. She was a member of the United Methodist Choir and member of the Methodist Youth Fellowship at Wesley United Methodist Church in Greenwood, Mississippi.

In her early years, Elma attended Mcnease Elementary School and Stone Street Middle School. She attended Threadgill High School and was in a variety of different clubs: Christian Youth Organization, Choir, FHA, NHA,

Marionette Debutante, Latin Club, Annual Staff, and L'Entre Nous Debutante. She also ran track and served as her class treasurer. Elma graduated from Rust College in the spring of 1971 and majored in sociology.

In the late 1970s, Elma trusted her intuition and had faith that there was more opportunity for her outside of Greenwood, Mississippi. From there she began her journey to Richmond, Virginia. Shortly thereafter, she decided to move to Washington, DC. A few short years later she met her soulmate and loving husband, Arthur Carter Jr. The two fell in love and were married in August of 1985. From this union, they had one amazing, beautiful daughter, Alicia Carter, in March of 1989.

Elma worked at the National Automobile Dealers Association in 1974. She was the Southern Region Insurance Supervisor, and she retired in 2010.

She traveled all over the United States for her job for car conventions, including to Las Vegas, Florida, California, and New Orleans.

Elma was a devout Christian and joined Lincoln Park United Methodist Church in Northeast Washington, DC in 2001. She participated in church ministries faithfully. She served in the nurse ministry, participated as a silver and gold dancer, sang in the United Mass Choir, and was in the United Methodist Women in Faith. Elma was loved and appreciated by her church family.

Elma was the strongest, most courageous, bravest, most open-hearted woman to ever walk this earth. She loved helping people anyway she could; from being a listening ear to giving encouraging words and wisdom. It brought her joy to be able to use her God given gifts and talents to be able to give back to the world. Elma was humble and carried herself with grace and dignity. Elma thoroughly enjoyed shopping, roller skating, playing cards, dancing, traveling, and enjoying the company of family and friends. Elma loved watching HDTV, her guilty pleasures were all the Housewives, Tyler Perry Shows, Survivor, and The Amazing Race. In her downtime, if she was not reading the Bible, she was playing solitaire on her tablet. She kept a super clean home and found joy in cleaning. She carried her bleach, Pine-Sol, and Ajax around with her everywhere she went.

Elma is survived by her husband, Arthur Carter Jr.; her daughter, Alicia Bonae Carter; her sister, Catherine Parker (Curtis Parker); her brother, Mitchell Earl Williams; along with her three nieces (Tisa Williams, Kirstyn Miller, and Raven Miller); her nephew, Willie Edward Miller Jr. AKA-Scooby (Lauren), her aunt (Nora Jean McNeal), her uncles (Edward Pugh and Willie Ed Pugh), and a host of loving cousins.
